The creation of Planning Council is to prepare plan and planning process to enhance the beauty of the area for new communities. The development will contribute to planning theory and practice. Planning also requires costing and benefits of each others.
Information from Dr. Wallace simulated the pattern of growth that might occur in the absence of a plan or new power.
Physiographic is a way to ensure enhancement and equal development. It is also suggest that development should respond to the operation of natural processes.
Physiographic principles for conservation and development
-Indicate the type of development and densities appropriate to the various physiographic characteristics.

5. Observance of conservation principles can avert destruction and ensure enhancement

8. Public and private powers can be joined in partnership in a process to realize the plan

A good development planned growth is more desirable than and as profitable as unplanned growth.
